Procurement Procedures
There are special rules to follow with the purchasing of services and books with federal money. State law does not address services and books and in the absence of State law, the federal law prevails. The rules require that services (professional or other) and books in excess of $3,000 must be purchased on a competitive basis. That means we have to have quotes from "responsible bidders" -- documented, written or verbal, and if it is in excess of $100,000 we have to go through the public bidding process.
There are some possible waivers for services if:
- they are clearly and legitimately limited to a single source of supply
- they involve special facilities or market conditions
- they are in the event of an emergency
- insurance or bonds
- they are other events determined by the Superintendent
Any personal services contracts or contracts with agencies we will have to look at. Future purchases, please attach your documented quotes to the request before submitting to us and before entering into any agreement with anyone.
